Issued to commemorate the first
anniversary of the Philippine Executive Commission which replaced the
U.S. Commonwealth Government and served as the administrative arm of
the Japanese.
Remaining stocks of the 1941 issues
of 8c and 1p
Air Mail stamps featuring Moro Vinta and Clipper from the Commonwealth
period, were overprinted in black with Japanese characters which
means "First Anniversary, Philippine Executive Commission" and the date
"1-23-43". The numerical surcharges were also in black.
Black deleting bars were used to obliterate "United States of America"
and "Commonwealth of the".

overprinted with black curved deleting bar on "United States of America" and
surcharged "ONE PESO" in black.
