When the domestic postal rate was
increased from 2c to 5c, it was deemed necessary to issue postage
due stamps. The 1937 3c on 4c Postage Due issue of the
Commonwealth period were hand-ruled with two bars with black India
ink deleting UNITED STATES OF AMERICA. Hand-drawn by postal
employee Celestino Tupas under the supervision of Pedro Principe.
Earliest known cover is dated September 3, 1942. Used up to
October 14, 1942. Collected on cover.

issued in the afternoon of October 13, 1942. The 1937 3c on 4c Postage Due issue were
overprinted with a single bar deleting UNITED STATES OF AMERICA.
Sold as soon as the supply of the provisional DOUBLE BAR postage due
stamps was exhausted.
